Defaults-Indicators

An Indicator is selected from a dropdown list on the Indicator record.  Indicators are available after they have been built in Edit Defaults.  To be useful, Indicator Groups must be four levels deep:  Source, Focus Area, Topic, and Indicator.  It is the fourth level, the Indicator, that is the part of the Indicator record to which any added Measurements are applied.  Without all four levels, the Indicator will not be available for selection from a dropdown list.
